Former Ukrainian General Prosecutor Viktor Shokin filed a complaint and demanded the State Bureau of Investigations (SBI) open criminal proceedings against former Vice President Joe Biden, on Tuesday, for “interference with the activities of a law enforcement officer.”

The filing urges the SBI begin a pre-trail investigation into the alleged crime committed by Biden. Shokin noted that Biden made a few trips to Ukraine to convince officials to terminate Shokin from office as general prosecutor.

“During the last months of 2015 and first of 2016, Joseph Biden, using his official position, came to Ukraine with official visits a few times, with the aim of holding of talks with the leaders of the state on my dismissal from the post and as a result closure of the objective investigation of the criminal proceeding on the facts of the criminal activity of people tied with Burisma Holding Limited Company (Cyprus), including the son of mentioned top official,” Shokin said in a statement to the acting SBI director 

Biden bragged at a 2018 Council on Foreign Relations event that in March 2016, he gave then-Ukrainian President Petro Poroshenko an ultimatum, to either terminate Shokin or he would withdraw $1 billion in US loan guarantees. Poroshenko then fired Shokin on April 3, a day after Yuriy Lutsenko was appointed new prosecutor general. Biden called Poroshenko to congratulate him and told him that the US would send the aid.

In Shokin’s request to have an investigation into Biden, he stated how Vice President Biden had demanded to have Shokin fired in exchange for $1 billion in aid to Ukraine. Shokin resigned due to Biden’s pressure.

Shokin noted the actions of Biden could be seen as pressure, according to the scientific and legal conclusion of the International Law Association of April 18, 2017, provided by Doctor of Law, Professor [Oleksandr] Merezhko, currently Vice President of the Parliamentary Assembly of the Council of Europe (PACE).
