On Saturday, Southern California officials have called the attention of Democrat California Gov. Gavin Newsom to intervene with the release of a “dangerous” sex offender.

The Orange County District Attorney’s office expressed their worry after a mental hospital had released Cary Jay Smith, 59, of Costa Mesa, Calif. Smith’s stay in the institution had finally expired, which left authorities concerned for the safety of children in the area.

For 20 years, Smith had lived in Coalinga State Hospital since 1999 after his ex-wife informed authorities of his sick plan to rape and sexually assault an innocent 7-year-old boy in their neighborhood. Smith was kept under 72-hour psychiatric until the court had decided that he had “demonstrated danger” to harm children.

Orange County Board of Supervisors Chairwoman Michelle Steel argued that “Smith, an unstable individual, has openly made threats to rape and murder children and has stated that he would re-offend upon his release.” She described the fact that Smith reintegrating into society should be deemed as “unconscionable.” District Attorney Todd Spitzer also agreed. He believed that Smith is a “sexual predator” and believes that he will continue to re-offend again.

According to the DA’s office, Smith admitted that he had killed three boys and had molested 200 more. What’s even more sickening is that the DA revealed he had used the nickname Mr. RTK which stands for “rape, torture, kill.”

In 1985, Smith was registered as a sex offender. However, in 2005, he was no longer required to register as one, although he had to remain in the mental hospital.

Despite the heavy charges against him, state prosecutors did not have any choice but to dismiss 20 felony counts of lewd and lascivious acts with children after the statute of limitation had expired.

Coupled with the increasing violence and lawlessness in most Democratic states, it might not be difficult for someone like Smith to commit another crime. In fact, surveillance footage had caught a man in New York after he attempted to rape a woman in broad daylight.

On Wednesday, another man in York County pleaded no contest for the sexual assault of a child. The suspect, Dusty Morehead, 31 of Utica, a convicted sex offender were charged with first-degree sexual assault of a child and will spend 50 years in prison.
